CORY LAKE ISLES—A double dose of budget meetings Tuesday exposed some frayed nerves in this New Tampa gated community.
The community development district board met in the morning expecting to award contracts for security and landscaping. But Tropical Storm Fay had delayed the bids a couple of days, which meant the board didn’t have enough time to evaluate the bids and had to approve a budget that night without knowing who its two largest contractors will be.
The budget has been contentious, with homeowners facing a potential $1,100 increase in assessments.
Supervisors said they made an effort to reach out to a wide segment of the community by posting an online survey on the property owners association Web site. The survey asked residents whether they would support paying higher fees for specific items, such as renovating the beach club or keeping roving security officers.
After the morning meeting, Supervisor Suzanne Manzi grew so enraged she began shaking and yelling about the survey, and how her opponents used a porn site to “spread their filthy lies.”
Jean Rugg, the district’s record keeper, said that of the 114 completed surveys, only 65 appeared to be legitimate. Nearly 40 were traced to a single user who filled out the survey using fake names and e-mail addresses. Another 15 were disqualified for other reasons.
“Apparently, we have several dead presidents living in Cory Lake Isles,” Rugg said.
During the evening meeting, homeowners who elected to speak during the public hearing were required to stand at a lectern as two armed sheriff’s deputies watched them from about 15 feet away. If it was meant to intimidate homeowners, the move didn’t stop then from lobbing insults at board members and calling on them to resign.
“What is your opinion of the homeowners in this community that you feel the need to hire off-duty sheriff’s deputies to protect yourself from us?” demanded Adam Ringhof, husband of candidate Kerri Ringhof.

CORY LAKE ISLES - More than 40 homeowners have sent e-mails or letters to their district manager objecting to the proposed 2009 budget that would raise their fees by more than $1100 per home.
Some called the budget hike “absurd,” “unconscionable” and “shameful.”
Several called on community leaders to reduce the security costs and eliminate a $500,000 budget item for legal costs associated with a lawsuit against developer Gene Thomason.
Several cited a letter from Leo Northington, and some even quoted his letter. Northington wrote:
“This homeowner is beleaguered, angry and exasperated. It seems not to even matter that there is a growing group of others who share my view. After observing the actions of the Board over the last months, my own expectations of local government responsiveness and homeowner (taxpayer) representations have waned. Still, I fight absolute desperation and cynicism. As long as there is a future, hope springs eternal.”
The Community Development District Board meets Tuesday to award bids for new security and landscaping. Tuesday night, the board holds a public hearing before adopting the final budget.

TAMPA PALMS - When Tampa Mayor Pam Iorio held a town hall meeting in West Meadows a few months ago, Councilman Joseph Caetano and other Tampa Palms residents got her word that she would not support building the New Tampa Boulevard Bridge over Interstate 75 without the east-west road.
Iorio restated that position in May when she organized a transportation summit at the New Tampa Regional Library.
But now Caetano has changed his mind. He not only supports the bridge, he has appointed a task force to get it built.
“I did not know all the information I know now,” he said.
The $22 million bridge project would link Tampa Palms to West Meadows, giving motorists a way to access schools, parks and shopping without traveling on Bruce B. Downs Boulevard.
“That bridge was an integral part of development plan for New Tampa, and it’s a part of the West Meadows [development of regional impact,]” Caetano said. “And Lennar gave $1 million for the project.”
The task force holds its inaugural meeting 1 p.m. Tuesday at Freedom High School.
What do you think? Should the city go ahead and build the bridge?

NEW TAMPA - Expect a week of overnight traffic delays on Interstate 75 at Bruce B. Downs Boulevard starting Sunday.
To complete road work, DOT workers will close the left lane of northbound I-75 at Bruce B. Downs from 9 p.m. to 5 a.m. Sunday, Aug. 3, and Monday, Aug. 4., a Florida Department of Transportation release said.
The right lane on southbound I-75 will be shut down from Bruce B. Downs to the Hillsborough River from 9 p.m. to 5 a.m. Monday to Friday, Aug. 8. The Hillsborough River flows beneath I-75 about 3 miles south of Bruce B. Downs Boulevard, also known as County Road 581.

Plans are under way to widened northbound I-75 to Bruce B. Downs Boulevard, which is Exit 270, to ease backups as traffic exiting the interstate.
